Either Apple or Rene. Apple is closer though, since you don't have to leave the dungeon to get to her. Apple can put people in your party. I didn't mean she did something that made Sasarai available, she just puts people n your party, and Sasarai is one of those people.

When you retreived the True Fire Rune and start heading to Luc, there will be a cutscene with Casear telling you "This is the final battle, please choose your party members." Here you can put Sasari in, you don't have to go back to Apple.
Strategy is the key to victory!
