EXP in this game is distributed similar to Suikoden 2's formula--it divides EXP by the party members who are still "alive". If I have a 2-person party and 1 is KOed then EXP is awarded as if it were a 1-person party.
The maximum EXP gain seems to be 10 levels in this game like in Suikoden III (and IV?).

Yes and no. I'm pretty sure fighting enemies that make you "catch up" to level 60 doesn't power-level weak characters the obligatory 10 levels. It must also have some part of the "party level" calculations which chops down EXP gains if your party's average is very high.

how weak are you talking about? if you have a 2-person party and both of them are alive vs a 2-enemy party, then both enemies probably have to be at least 15 levels greater than the weak character's.
