Hey guys! First post here!
The reason why I joined this forum is because I found no information in the internet about the following issue:
Long ago, when I played Suikoden 2 for the very first time, I realized that some characters sometimes attacked twice or had a higher chance to counter with no specific counter-runes attached. After some further investigation, I came to the conclusion that the TECH state was the one responsible for that. The higher the TECH state, the higher the chance to counter and double attack. However, I failed to found the specified formula of how the game compares the enemy and the user's TECH to produce the final %. Actually, and if I remember correctly, I think I saw Clive attacking more than twice on his turn.
Someone has any idea of how this works?

Welcome to the board!
You are wrong, not the Tech stat is responsible for that, but the Speed stat. It's hard to differentiate, because most characters have similar speed and tech growth rates.

Some of the formulas listed in the in-depth guide are incorrect. For example, the critical hit formula is instead:
(TECH + (LUCK/2))/16 = Crit%
The formula used for determining a hits or dodges is:
Attacker TECH - (Defender SPEED - 80) + HitMod = Hit%
HitMod in this case is any special items or armor that give a Hit bonus, like Thunder God Garb or Thunder Amulet.
I found these through analysis of the game's code. I have not yet investigated what affects being countered as opposed to simply dodging, but I'm pretty sure the dodge check happens first regardless.
