The most well-known fellow using this rune is Stallion who participated in both the Gate Rune War and the Dunan Unification War. It is the parent of the Holy Rune and enables yourself running even faster. Stallion uses the rune in his effort to become the fastest guy in the world. The rune was formerly attached to Cathari, but it is unknown whether this was a different copy of the rune Stallion has.
Cedric (Suikoden 4, Suikoden Tactics) is the earliest known person to possess this rune.
It offers the unique ability to run on the world map, still at the cost of one rune slot in Suikoden 1 where there is only one per character. In Suikoden 2 it ensures a 100% escape rate in battle as well.

The original Japanese word, "Shin shin gyou hou no monsyou" literally translates to, "True divine transportation method rune," and is based on an actual item used in the original story, the Water Margin.
