What were Mathiu's plans for the Jowston city-states?

From Suikoden 1 Novel, Vol. 3, p. 153-154

Unable to contain his excitement over having defeated Neclord, Viktor goes to Muse to tell Anabelle all about it. As they get drunk, Viktor lets slip a tidbit about Mathiu's concerns for region north of the Empire.

「ああ。軍師さんが言うには、近々帝国の北の方が手薄になるからって、そういう事なんだ」
「ふうん、そう・・・・・・」アナベルが小さく唸った。
「確かに、あんたのところの軍師は何か企んでいるようだ・・・・・・。都市同盟を動かそうってハラかい？」

"Yeah, our strategist says that the Empire's north will be unguarded; that's the gist of it."

"Really..."

"Seems like your strategist is scheming something..... the intention must be to provoke the City States."

Reading a bit further, it seems like Anabelle and Viktor were referring to the Jowston City-States' takeover of the Moravia Castle region.

yep, basically, Viktor is asking Annabelle to attack Moravia. Annabelle understands that it is a strategic ploy on Mathiu's part, but she decides to accept it anyways.
