Luc dies whith me in Suiko I,never happens in suiko II

Yup, exactly.

Luc can die in S1 because he doesn't contribute to the plot and thus his character is not needed.

Luc cannot die in S2 because he has a couple of lines concerning Sasarai at certain intervals in the game.

Luc cannot die in S3, at least not until the end of the game, because he is deeply intricate to the plot.

If Gremio is reserected, you can get a special recipe in Suikoden 2.
