Rokkaku Hamlet
Why is it that the ninja's of Rokkaku didn't play a role in Suikoden III like they did in the previous two games?

No, Kage, like Watari and Ayame is part of the "Kage" Clan. Strange but true.

I'm sure there's a very similar thread somewhere that's already explained this.
Fuma was a "rogue" Ninja without a master or clan. However at the end of Suikoden I he was allowed entry to the Rokakku Ninja's. To me it seems unlikely that Fuma would have a relation to the Kage as it seems the members of Kage have somewhat "flexible" morals. Rokakku seems more to be a peaceful village, that just happen to be Ninjas.

I don't think they would have, but that's assumption on my part. There's no reason for them to know each other. Fuma was found in the Dragon's Lair, while Kage was working for the Old Liberation Army above Kalekka. So I doubt because they're both Ninjas that they would know each other. Afterall not all Cavalry members or Kobolds are going to know all other Cavalry members or Kobolds.

Nah there's no information saying whether or not they knew each other before. But it seems likely that they never met before. Fuma doesn't even seem to be a skilled ninja either, unlike Kage.
