The people in the above image look like Windy and Cleo. Except Windy looks like she is wearing different clothing then normal. And, why on earth would Cleo be bowing before windy?
Could this be a picture of Claudia?

Not really. But it's the only rune-related scene with Cleo that comes to mind.
As far as style is concerned though, it looks more like Jeane. The top half, at least. Any idea what was in the text accompanying this image in S1's manual?

It's the table of contents in my cd booklet. So, there's no context. However, I readily admit that you could be talking about another book that I don't have and don't know anything about.
The sword in the foreground looks to be the same sword as Barbarossa's in this picture and this one. There are others too, but these two are the only ones from the cd booklet and have the same artistic style.

I does indeed look like Jeane but like most of the other photos in the book its got the Dragon King Sword in the image, which to me looks like an allusion to the Succession War. And even though she looks like Jeane, she also looks like Windy who supposedly looks like Claudia.
We know that Cleo got her Fire Rune from Leknaat, but Leknaat didn't attach it. I imagine that is supposed to be Jeane...

Definitely Jeane and Leknaat. I agree with Janus: Leknaat may only given the Fire rune to Cleo so jeane might have attached it.
I will bring Lordlake's fate... to the entire Suikoden World! weeeeeeh!

I'd say it's Jeane because here is a picture of Leknaat and Windy.. the style is both very different to the picture shown with Cleo.
Also that sword is Barbarosa's i saw another picture of him holding that same sword.

The handle of that sword looks pretty uncomfortable. It's a wonder how anyone could use that thing on a regular basis.
