a question about Killey

I used the search option but I couldn't quite find this.

If you free Killey RIGHT after you GET Lucretia(therefore no HQ and no Lorelai) will he appear at the HQ entrance after you get it?

yes he will, I got killey at the entrance and I freed him RIGHT after I got lucretia{in the same visit}

EDIT:By the way is Takamu in the prison the first time you go there?

Yes the same thing happened to me and no you have to leave first and then come back with Lelei and Cius or just one of those two.
