Is there a way to collect all the items in the game?

The best way is by the New Game+ and a lot of game guides and maps marking all the treasures found. Other than that, I think it's impossible.

Maybe by using cheats (don't ask: don't have) you'll be able to do it.

Any known perfect guides which pretty much cover up everything in the game?

No.

Best thing to do? Grab two or three guides and see what they all say. I think there's one on cheatplanet.com, and that covers the majority of items.

There is a "Missable Items" guide at gamefaqs. As long as you read that and get all the items listed there, you'll always be able to go back and get whatever you're lacking.

The Suikoden 4 guide by Prima mentions an Old Man Statue that you can only get in New Game +, but it never explains how you would go about getting it.

And did anyone else notice that the entire leg armor chart is missing...?
