It's a translation issue. I believe the original name was "Middle-Aged Man Attack" or something (according to a walkthrough I printed out that was made before the game was released here). The name is too long, so they shortened it. Several other unites have questionable names as well, especially in Suikoden 3. When you compare the names of the Japanese unites in S3 with the English translations, you get the impression the translator was totally wasted.

The original was いぶしぎん攻撃 (Ibushigin).
Ibushigin literally translates to "scattered silver," but has a more poetic meaning in that it refers to people who have some silver hair, or are simply hardened veterans (much like the "old salt" term for sailors).
So "Silver Attack" is not entirely wrong, but it doesn't make sense because it's just a partially literal translation.
