Movement penalty when moving to higher heights

When a character moves towards a tile with 2-height difference, they'll get 1 movement point penalty.
And for a tile with 3-height difference (requires 3 JMP), they'll get 2 movement point penalty.

Here's the screenshot showing Kyril with 6 MOV, whose range got reduced to 5 or 4 MOV when moving to a tile with 2 or 3 height difference.

I never saw this mentioned anywhere. Seems like this mechanic is irrelevant almost all the time, and will unlikely to get noticed on the few times it might affect someone's movement. Though it does hurts my NG+ speedrun route on the Underground Path level...

Also a bit of more facts regarding the JMP mechanic:
- There's several characters that have 3 base JMP, but the game doesn't let you equip Jump skill on them. So you can't have a 4-JMP character.
(Akaghi, Mizuki, Kate, Wendel, Nalkul, Champoo)
- Having 2x balloons will set your JMP to 3, but the game's stats page won't show the change in JMP.
