What determines the speed of formation attack?

What determines the speed of formation attack?
For example I want to use True Men Tactic, how fast will it get executed in battle? Or is it always last?

Definitely not always act last as in suikosource database. I experienced trueman formation attack sometimes act before certain enemies so there should be a formula regarding this, probally just a penalty in characters average speed.

True Men executes at the end of the turn according to http://suikosource.com/games/gs5/guides/formations.php
But yeah, the other formations have different speedTrue Men: All characters: Attack +20, Physical Defense -20, Evade reduced to 0
Elegy: Blanket attack equal to the active members' total ATK. Executes at the end of the turn. Can be use repeatedly.

you will often see True Men activate "before enemies act" because you get many encounters where your first turn is free (you might notice a note appear in the lower left of the screen, i forgot the actual text). in that situation, the Circle Formation's special attack causes surviving enemies to be unbalanced throughout the second turn as well
most other formation attacks are based on highest speed like a unite.

Yeah, some enemies skip their turn, like KFC said. Always nice of them.
