If you get this idea to be fully functional like D&D, could you post the the rules and stuff on here? Or post a link if you're just using rules from another game? I've always wanted to play D&D but I've never had the opportunity. But I'd definitely go out of my way to play a Suikoden pen and paper.

If you're going to bind it to an existing ruleset (particularly with the idea of having something ready to go for your existing gaming group) stick with a ruleset you are familiar with. World of Darkness, D&D, Warhammer...whatevs. If you and your group know it, it'll be easier to get up and going.
Now if you want to take the step beyond the simple use of the universe, then things might get interesting. Personally, I don't think it would be Suikoden without at least having Runes as an option and that's a whole nother spell system from existing games (though easily modeled by older D&D rulesets since they used similar "spell level charge" concepts)
