Doubt it. It was in Suikoden III. As far as I know, not that many true runes come back after they've already been shown.

It could or couldn't be, any Rune could or couldn't be. All signs point to Suikoden VI not even being written as yet so there's no basis for any speculation yet really.

Maybe cause the TWR still has the biggest link to the Cyndar in my opinion.

I seem to recall a statement being made that one of the goals during development of Suikoden III was to cover all the elemental true runes in one swoop. If another game in the main series is ever made, one or more of them could pop up again, but there's no real reason to speculate. The Cyndar/Sindar have popped up several times, and the True Water Rune only once, though. I'd have to guess that the rune with the strongest connection to them is the Rune of Change, based on little bits of the back story that have been circulated. Beyond that, wasn't the castle in Suikoden V a giant Sindar sluice gate that was operated with the Dawn Rune? If I'm remembering that correctly, then it seems there's even less reason to assume that there's some special Sindar-True Water Rune connection. And you have to speculate that the Sindar will feature prominently anyway, so trying to build a case from any premise is just constructing a rickety tower of guesses.
