there seems to be a sequence for random battles (and even the battles themselves).
for instance, battles seem to come up based on number of steps, and reloading a save state (with emulator) proves you can walk in any direction and get the same next battle in the same number of "steps". even the attack results are generally the same when you load a save state, ie if the character missed a target the first time or got a critical, it will happen again. targeting an enemy that dodges less often, however, can allow for a hit.

It works this way with most games.
