Papa Holly and Potato Seed problems

I have fought around 40 battles against the PapaHolly in the Forest Path (either 1 or a group of 3,so around 70-80 PapaHollies in total maybe),and i still haven't dropped the Potato Seed....it says that the drop rate is 3.92% so that means it's not uncommon.

What's going on here??? Is there a bug or something?

You're looking at the wrong place, PapaHolly in Path to Matilda is what you're looking for
Maybe this place is also called Forest Path? Sorry if that's the case

I came from Rockaxe side and got them. Maybe you've already obtained Potato Seed from PapaHolly before

Just keep trying, we all love potatoes to turn into french fries. PapaHolly is too stingy to give you his favourite potatoes

I just had this a day ago, but my problem is I ran into two maybe three battles with PapaHolly in it in a span of 40-50 minutes (might be exaggerated but felt like forever). I became super worried knowing it was a 4.92% drop rate and what seemed like a 5% encounter rate. This compounded to some extremely low chance of less than a percent in my head but as soon as I tried searching around the web and finding nothing in a few minutes, ran into three of them and one dropped it, as if to taunt me for looking and getting worried.

You seem to be running into them easily enough, unlike me. Hope it doesn't take too much longer.
