Ignoring the Matilda glitch, it should be available before the pixies according to the bestiary. I'm interpreting it as this is the earliest way to get to lv99. Between Kookaburas and pixies, there are several enemy parties of at least 5 and with at least lv47 like the Kookaburas. So I guess it means Lv <40 + Fortune Rune to work. I've never tried it though.

EDIT: The Matilda glitch would just lead to the 1st set of Rakutei enemies, so it's irrelevant, ignore that.

Lorelai Lv. 39 w/ Fortune Rune
Greenhill Area #3: Kookaburra*5 (Lv. 47) -> Lv. 99

Futch Lv. 40 w/ Fortune Rune
Greenhill Area #3: Kookaburra*5 -> Lv. 99

Sid Lv. 41 w/ Fortune Rune
Greenhill Area #3: Kookaburra*5 -> Lv. 92

Using the Fortune Rune, Lv. 40 is the max. level to jump to Lv. 99 by fighting Kookaburra*5.

Zamza Lv. 22 w/ Fortune Rune
Banner Pass: Samurai*3 + Tiger*3 (Lv. 38, Lv. 37) -> Lv. 99
Greenhill-Matilda: 6 DoremiElves (Lv. 33) -> Lv. 99
Kobold Forest: EagleMan*5 (Lv. 32) -> Lv. 99
Two Rover Sewers: LandShark*6 (Lv. 28) -> Lv. 84
Greenhill Area #3: Kookaburra*3 (Lv. 47) -> Lv. 82

The lower your character’s level, the more alternative enemy parties to choose from to get that character to Lv. 99. It seems an enemy party of 5 or 6 must be at least 8 levels higher.

Zamza Lv. 22 w/o Fortune Rune
Greenhill Area #3: Kookaburra*5 -> Lv. 72

Eilie Lv. 29 w/o Fortune Rune
Greenhill Area #3: Kookaburra*5 -> Lv. 79

Ayda Lv. 34 w/o Fortune Rune
Greenhill Area #3: Kookaburra*5 -> Lv. 80

Wakaba Lv. 39 w/o Fortune Rune
Greenhill Area #3: Kookaburra*5 -> Lv. 73

It seems there’s no way getting a character to Lv. 99 by fighting Kookaburra without the Fortune Rune. The Pixies at Rakutei #2 are probably the first chance to get characters to Lv. 99 without the Fortune Rune.

Keep in mind that you can get the Fortune Crystal only after defeating Neclord (and recruiting Jude). That’s when Greenhill Area #3, where you can fight Kookaburra, becomes accessible.

Note on Kookaburra: They are very good to use the level 99 trick. Not only because you don’t need Futch and Humphrey in your party, but also because they can easily kill Riou. Kill them with Shredding Scrolls, because they can cause the unbalance status, so you can’t do anything except using items, and scrolls are items. Take all equipment from Riou, give him a (Mother) Earth Rune and cast Revenge Earth on the character you want to level up. The Kookaburra*5 can be encountered relatively quickly, because there are only 4 or 5 different enemy setups in Greenhill Area #3. Don’t forget, your characters’ level must be lower than 41, and they must have the Fortune Rune attached.

In short: As soon as you recruit Jude and obtain the Fortune Rune, you can get all characters with Lv. 40 or lower to Lv. 99, and depending on your character’s level, you can even fight enemies with lower levels than the Kookaburra (Lv. 47) to do the trick.

6 EyeFlowers could also give more EXP for lower level characters. They don't attack at all, and are weak to fire so Fire Lizard on Riou should kill him.

As I’ve already mentioned, you can use any enemy party for the lv. 99 trick, it just depends on your characters level. When fighting the EyeFlower*6, your character must not be above Lv39. L40 Characters won’t work because the EyeFlower has only Lv45 compared to Kookaburra Lv47, even though the EyeFlower comes up with a party of 6.

Meg Lv31 w/ Fortune Rune
Banner Pass: Samurai*3 + Tiger*3 -> Lv97

A Lv30 character or below could use this enemy party, but it may take a while to find it.

wow awesome findings! i never bothered to do the Fortune Rune lv 99 stuff but it seems even easier to execute than before!

Nice finds! Especially Banner Pass, Tinto Mine, and Greenhill.

Now there are so many options that you don't need to worry about leveling up everyone to a certain level before you can use the Level 99 Trick.

I particularly like the Tinto Mines, because Skeletonx6 can be easily encountered there.

EDIT: I would like to test the Sindar Ruins for even lower-leveled characters. Maybe I could try Nightmarex3 + MrVenusx2?

DOUBLE EDIT: Lv13 character w/ Fortune Rune vs. Minosx5 @ Cave of the Wind. How does that sound?

^ Best party for power-leveling in Sindar Ruins is 4x Salamander. 5x MegaWatt is second best.

About enemy parties in general, I wonder if Pyriel can dump the combinations for each region to use as a reference?

Here’s a list of enemies, the groups/numbers they appear, and their levels in parentheses. Those parties that can be used to do the Lv99 trick with a Fortune Rune have additional information: the level the character must have for the trick to work. The numbers in red apply to characters w/o the Fortune Rune.
Example: Fighting Magus*3 at L’Renouille, your character must be Lv39 or 40 or 41 or 42; or 43 with an Exp stat of at least 200.

That's it. These are the enemies you can encounter after getting the Fortune Rune, you can't do the Lv99 trick before that point, so there's no point listing enemies in North Window for example. I'm not sure whether the list is complete, so maybe you'll find more enemy formations.
I know I could have just listed the enemy parties used for the Lv99 trick, but I thought the rest would be useful for 2 reasons: 1. it helps you estimating your chance of encountering a certain formation; 2. I haven't found any other list of enemy formations, so you can use it for whatever purpose. If you think it's unnecessary and takes too much space, just tell me, I'll delete the "unnecessary" ones.

This has been on my mind for quite a while, but wouldn't it be more accurate to call this a Gain 60 Levels In One Battle trick? It's not like you can jump from level 20 to 99 in one fight; your level can go up by 10 per monster at most depending the level differential between one character and the enemy party. To me, it just seems a tad misleading for those who are new to the game and recently found out about this little trick, that's all.

Don't forget about the Fortune Rune. As you can see above there are many enemy parties that boost you to 99 from a lower level than 39. Using your terms, "gain 120 levels in one battle" trick would be more accurate.

I never bothered to get a Fortune Rune, so I completely forgot about that.
