Blonde girl in Jownstown Hill?

She's famous, and she has appeared in all games. I guess that one day Leknaat appeared in her room and told her that destiny has chosen her to give the games more life by filling empty spaces. She's doing a fine job, she even wears different clothes in different locations, and in Kobold village she even dresses as a female Kobold. There are many characters in the Suikoden world with this raison d'etre.
If you were game designer, and you want her to be an irrelevant woman, what kind of dress would you give her? If you want her to be an important or famous person, would you dress her as a normal citizen? That's a basic principle in most every RPG: Individuality = Importance. So it's not as you said "It can be some random girl,ALTHOUGH she's dressed like an ordinary woman"; she is a random girl, BECAUSE she's dressed like an ordinary woman.

Perhaps all these women dressed ordinarily are actuall ALL important characters! Perhaps it's the official uniform of the employees of the Tax administration of Jowston and they are everywhere inspecting people's income and revenue!

When someone mentioned how the girl looked at Flik, I thought the next page of the discussion is dedicated to Nina in leisure dress (because there was a delegation from Greenhill), but well, Elza...

I believe you don't get to meet Nina before that meeting? And Flik wouldn't sit beside her anyway, unless it was forced LOL.

Who says it's a VIP section? Maybe it's a waiting area for the children of the delegation, with a box full of toy blocks and colored pencils on the side. The woman is hired as a babysitter, and when she stared at Flik, she just wondered why Flik and Co. took seat on kids' chairs.

Nor Riou,Nanami and Jowy were children,but teens...so i don't think so
But on second thought she might be the anouncer who called each mayor's name when they entered
