Refugees in Matilda
Can they be saved? I remember saving them a long time ago. What does it change?

Hmm... I don't remember ever being able to save them. I'm not even sure it's possible.
Though once I did see a refugee unit fully take out one of Highland's units. WTF, Suikoden 2.

The last time i did it, I remember they couldnt pass through the border, just either stay idle or move left right, waitting to be killed.

The refugees can't be saved cause the Knights of Matilda never move to unblock the entrance.

Are you sure you're not getting confused with rescuing Ridley, who can be saved?

It's possible the get the refugees out of the gate if you're very lucky. But the game still doesn't consider them saved, so yeah...

How did you make the Mathilda open the border gate? As I recall, the refugees were stuck at the gate and couldnt advance any further.

There is no way to save them. Although you can kill all the enemy Units,except Luca of course (but still you can damage him),if you are extremely lucky....but again if you were able to save them it would be extremely hard,since it doesn't depend on you,the refugees weren't controlable.
