Yeah, and he is normally selectable at Leona's through Gameshark. Maybe he was supposed to be back with Riou.

Then why Sword Jowy aka Jowy Blight is also selectable at Leona's through GS?

Because data is data. All the characters are structured the same, so if you stick them in an array and write the game so only the first 20 are presented in the party menu, it's trivial to change it later so that 40 or 100 show up.

I see.

Then I guess it's possible that they planned for Jowy to be back on the hero side, but they decided not to go through with it.

Indeed. This is the same as when you choose to take Kasumi with you, but Shu refers to her as Valeria in a meeting later. These kind of mistakes were fixed in the PAL version, IIRC.

It was actually meant for a different storyline in which Jowy and Riou almost killed each other in battle but by the power of the runes they merged together into one.

Funny though
