Help Guardian Deity Plan #1??

I check google that every information said that Jude has Dragon,Rabbit and Unicorn plan #1.....but I can't find any of it at Jude.....(The first time I talk to him in headquarters I straight give him plan....could this cause he don't have plan #1?)

He should have it

Number 4 is Head
Number 3 is Body
Number 1 is Legs
Number 2 is Tail
