Stat growth question

We alll know that when a character levels up their stats increase by a random amount within a specific range set by their growth rate. Now, in most of the games, there is a greater chance of one number over the other indicated. Suikoden 1's guide does not. Does that mean that it is an equal chance of each number or is it because no one has figured out the ratio yet?
