Critical hits
I'm doing a playthrough of S1 and I notice that Unite attacks and Command rune attacks never do criticals. Is it the same in Suikoden II? If so, it seems like depending on the situation - a normal attack would be a better choice than a Unite.

the general rule is that unite (and rune command) attacks don't have critical hits, but Suikoden II added some flavor to it.
In S2, there are chances to see alternate versions of the Family Attack, Kobold Attack, and maybe a few other unites. Some Rune Command attacks also have special animations... Valeria has a critical attack chance, while the White Tiger Rune users bust out a street fighter-esque combo when their health is critical.
of course regular attacks can out-perform unites at times... critical hits deal 3x damage while some unites only deal 1x or less damage.
