Difficulty of hacking the Chinese PC version, and cost?

I couldn't quite fit it coherently into the title, but:

1. How difficult would it be to hack the Chinese PC version to insert English text instead of Chinese text?

2. How much would it cost to pay someone to dump the Suikoden 2 UK version text and create a patch file that could be applied to the Chinese PC version? I assume creating a patch file doesn't violate any copyright laws.
