[Quest] Luvais' Outings

I can't seem to complete this quest, no matter what I do. I wandered all over the desert, and looked in all of the towns. What do I do?! I keep on trying to find Luvais, but nothing seems to work!

You can find him in Ladzaa Fortress, on the ruined bridge. I forgot that the fortress wasn't on the main map, and you have to go through the
Misato River to get there.
