This is mostly correct, but the final event is not based on season, it should automatically trigger once you've met him in all 4 places. Also, the only meeting that is not story-based is the Grayridge meeting, and you can do that at any time, even after meeting him in Tehah. There is possibly a deadline on when you can actually recruit him, but you have plenty of time to trigger the Grayridge meeting from when Grayridge is first occupied up until after meeting him in Tehah. I bet you can still wait until Grayridge is liberated (does it get liberated? I haven't gotten far in the game).

I did the first of Tongatihi's quests in chapter 4 when it first appeared and now I'm at chapter 6 and the second quest still hasn't appeared. I've checked in between plot advancement quests and gotten nothing. Have I done anything wrong, is there something I need to do (I talked with Tongatihi, but nothing happened), or do I need to wait longer?

for me they came in succession... i failed the first, left HQ and did something, came back, and the second quest was up.
stupid question, but did you report on the results of his first quest?

not sure what could be the problem... sorry!

recruiting Khemia: there is no special scene if you bring all 3 gunners, he'll just talk to the left-most character other than Buchse if the one of the other two are in the party.

recruiting Sphiel: if you provide the incorrect response (like not answering "I'm full" or saying "do nothing"), you can exit to the world map (not the plains), visit another area like Tehah Village, then return to the mountains to start the dialogue over.

recruiting Hafin / Nakil - these do not seem to be dependent on season.

i have a feeling that i missed Luvais
Im now in Rarohenga story line and as far as I can remember ( and I have tried ), I already met him in all places. Or even if I havent, I tried to get the event in Grayridge but he is nowhere to be found ....

Getting some peoples

Character - Anya
Use the Gateway at HQ to go to Grayridge. There, enter the Mine.
You should witness a brief scene on the lift inventor and his
android. After that, go right and speak to the girl standing
there. When prompted for a response, pick "Wanna work for us?"
Anya will now be your ally.

Character - Selen
Ok, if you want to recruit this woman, you really have to work for
it. Now, return to your headquarters during flower season to
initiate an event. To know what season you're currently in, look at
the top screen and check the small flower icon to the left of the
"day number". If the flower is open, then you got it right. If not,
then walk around the world map until the time comes.

After the events, wait for the next flower season to arrive then
go to your headquarters to fight said lady.

Character - Sisuca
Leave your HQ for the world map, where Sisuca comes to comment on
how well your army is doing. After she leaves, head to Citro
Village and enter the Elder's House. Next, go back to HQ and enter
the Tavern. Talk to "mommy" there and she will join your army.

Character - Tongatihi
Head to the Gateway of you castle and talk to the man in charge of
the portal. Go to the Corridor then speak to Wahie there. This will
let you access the game's wifi feature. But that's not what you
came here for. So Look around this corridor until you see the
"Wanderer Man"; talk to him. After that, check in with Wahie to
return to the gateway entrance.

Talk to Moana and accept the quest "Window Information". You'll end
up failing this quest no matter what, so just dispatch whoever then
wander around the world map for 5 days. Go report the failed quest
to Moana afterwards. Next, accept another quest from Tongatihi --
"Windows from Beyond the Gateway". Go ahead and fail this quest too

If the said quest does not appear in Moana's list, go clear another
quest. Then come back and it should show. Once you've failed both
job requests from Tongatihi, visit the Corridor again and talk to
him. When prompted for a response, ask the man: "Well, can you make
us Windows?" He will then join your army.

Character - Gadburg
Leave your HQ through the Front Entrance (west exit from Plaza). A
dialogue with Gadburg will occur at the world map. The man will then
set up a Workshop in your HQ (east exit from Moana's station).

Character - Icas, Morrin, Yovel
¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯ ¯¯¯¯¯¯
Accept the quest "Find Icas" from Moana. In order to complete it,
you must send a full party of "pretty women", that is 4 "pretty"
women. Marica, Zenoa, Manaril, and Sisuca will work. Wander on
the world map for 7 days and report back to Moana.

Next, accept "Bring Icas to Me" quest. You'll see Icas and he'll
ask to join. Go ahead and let him. You'll fight an Assassin after
some cutscenes. Kill the guy. You get 3 more new characters --
Icas, Morrin, and Yovel.

Character - Enumclaw
Clear the quests "Get Rid of the Citro Monster" and "Get Rid of the
Mislato Monster". Doing so will make the quest "Get Rid of the
Woodland Monster" appear. Complete that one to recruit this final
character into your army roster.

I hope you're not copy-pasting from other sites. Why are you posting pretty much the same thing that we have, is the information from the main post unclear?

yeah, ive doubled checked and i really did miss him
i think of this either 1 reason :
1. grayridge is already liberated so theres no longer order troops in there
2. luvais is from janam, so once janam is destroyed, he is too

I think I may be missing something for Tsaubern, I can't get him to show up at all in Salsabil. I've recruited Geschutz, Minen and Buchse and currently just completed the siege of Fort Arc. I checked Salsabil multiple times before completing the siege, so there has to be some sort of trigger that I am missing.

Any ideas?

Everytime I've recruited him I had a totaly empty party maybe try that or let the story progress another step and try again. Tsaubern never seemed to be a character who had recruiting difficulty. You might have to wait until you have recovered The Fierce Regalia Chronicle, but if you're that far I think you should have done that already.

Thanks heaps Areinu from page 4. You're a lifesaver! :D
Namna was my 108th recruit and I had spoken to him/her? on every day of different bud seasons 1 - 30 and then some with no luck.
After following ur advice I was able to get Namna no worries.

Alternatively, I found out that Namna can be recruited even after the One King is summoned and the day keeps on repeating, just walk around till it's Bud and she'll be there as if nothing happened. She'll be forced by their god this time.

*Oh but note you still have to talk to her 2 times before.

XD I also found out even after you abandon the Magedom, you can still do Shairah's request & recruit Wustum. Except Asad's on the third floor or second?

There has to be something I missed because Tsaubern will not show up in Salsabil. I've tried every opportunity to visit with different parties (Yula in party, no members in party, etc.) up to recruiting Sophia, and he just will not show up. Is he related to the Maestro event that happens in the port of Salsabil? Several sites suggest he shows up after that, but I never saw him after that event was triggered.

I know I've had bad luck in the past, as I've managed to miss Clive of all people somehow in Suikoden II, so it wouldn't surprise me if I missed something so simple here that has made it impossible to recruit.
