i think it will automatically triggered when first time you came to the village..
just after you leave plaza where you saw Macoute..

it is not too late to recruit him..
only 3 missable starbearer, Wustum, Hafin, and Nakil..

Are you before the siege, or do you already have the siege as an active plot mission? If the former, you ought to be able to trigger the event in HQ...

I just taken over Fort Arc now
I kept reentering the HQ but sadly no events......

I'm having problems getting Luvais, too. I'm at the point where the lake has appeared, and Chrodechild et all just joined up.

I had an encounter with him the first time I went to Tehah, too.

Hmm, some people claim it's automatic (they even put this in guides!), while others are having difficulty with Luvais. Everyone seems to get some events all over the place before the HQ event, and there may actually be a deadline that's earlier than everyone else.

Try visiting cities and villages whenever you are free of story missions throughout plot, to be sure.

Will probably need to figure this out in a replay.
