I let him out at the agate prison and I now have lorelai and Zweig after the ruins event and now I have the HQ. I go to look for him at the HQ east bridge with both lore and zweig, and his not there. When is he suppose to sho wup there?

You need to play some story till he shows up. As far as I remember he will show up after the battle of Lelcar. Be nice to him and allow him to enter your HQ, then he walks away once more. You will be able to recruit him after Lyon gets wounded and Miakis fills up for her. He will appear in the Twillight Forest ruins. There as well... allow him to join party. Then after killing the boss, ask him to join. When you decline, he will be gone forever.

You can ask him to join at the ruins entrance on the way out.

3. recruit him in the twilight ruins
