Anyone know what requirements must be met in order to purchase Lorelai's 2nd and 3rd reports?

I've noticed certain events must take place in order to get higher levels of someones reports such as Fuyo and Lyon which require the Sagiri/Nakula event to happen.

You need to get Killey's first investigation.
