Feylen & Feylon: can't recruit

So, i defeat Roy, got him to join, and beaver lodge burned down. Went back to Ranro Mountain to get Feylen and Feylon, but I never get the option to help them. I talked to the nobleman in sable to see if it would help, it didn’t. Did i just lose two stars somehow? I was nice to Roy (i think?) so why isn’t it working?

If you pick the correct options, they will join along with Roy. It looks like you have to return the things they stole.

Did you talk to the man in Solis' mansion? He will tell you to do so. If he's not talking about it, you probably have to advance the story

I talked to him, and he mentioned they were taking a long time to get the stuff back. I went to talk to Feylen and Feylon, but they don't allow me to help. Should I just advance the story, then?
