EDIT: So I thought about loading from S4 sometime also. Can I take a Suikoden4+ game? I got a game where I am on my third run through and got my favorite chars on lvl 99, Lazlo,Ted,Kika,Jeane. Doesnt really matter but It makes It easier when I am now in the end then having to restart

Or does It need to be a fully new game?

You can only load Suikoden 4 data onto a brand new Rhapsodia file. Once you've loaded it, it stays with the game for all New Game +, but on the flip side if you didn't load it and begin a new game + then that game won't have Lazlo or Snowe either.

Oh? I guess Its the Swedish weirdoness hehe. I borrowed Suikoden Tacits, Castlevania: Curse of Darkness and Odin Sphere under 2 weeks for free, A summer special. Usually only 2 games under one week. But maybe you should suggest to your local library

If you have 108 stars and the save isn't clear game data, then yes, if you load it onto Rhapsodia you will unlock Lazlo and Snowe as recruitable characters, as KFCrispy had previously said.

Got to the lab now...damn 2 battling...I had to close the game! Annoying, was a holiday so didn't have time for two battles! -.-

EDIT: Now It's 00:22 AM, loaning time today If one think about It that way! So I guess I wont be updating this until next time I lend this, which prolly be after my vacation of 12 July and three weeks forward. Thank you all for the help with this game!
