one source is the beetles in the earth chamber (Obel Ruins). can steal and they also drop it.

You can get diamonds at the Lottery game, after you get the Pirate King Amor all the other 1th prizes will be diamonds, that is the only way i remember...

This is the Tactics section, not IV, I think.
You can get diamonds from Treasure Hunting with Rene as well. I don't remember which exact fields though.

the Obel Ruins faqs lists a few diggable Diamonds, but I didn't really cover the first floors in detail.
