Sheba, did you unlock the 4th spell of Punishment Rune in your Obel save?

I just checked and yes, I have unlocked it.
After a lot of confused running around (I haven't touched Suikoden IV for two years now or something and totally forgot what to do now), I figured out that the next thing I needed to do was going to deck and triggering the scene where Ramada's bird arrived and died.

well here's my final final guess, because i have no idea after this.

Did you talk to the Old Man on Chiepoo's Island and have him mention Hero4?
Did you return to Obel before Lino joins you and talk to him?

me,me!! I have the very same problem. Say is there a problem if my SIV is NTSC and my ST is NTSC/PAL?? me thinks is the same, but youÂ´re never sure. I have everything listed above(even changing memory cards) and it still donÂ´t works.
BTW, could somebody explain me how does that codebreaker thing works??

i have the same problem, i tried with 2 different memory cards with 3 different save data : first one is a clear game, second i forgot, and third one is a new game + at the very beginning on the gaien ship. I'm gonna try adding some new saves that i downloaded.
There is a trick to be able to add downloaded saves game on you memory card but you need the thing that makes you ps2 able to play burned game
