viper rune, ect question

viper rune, ect question

what effects a characters effectivness with an add effect skill? I.e. the viper runes poison or death skill? Im guesing your lvl in relation to the enemy your attacking is one, but what stats specifically effect it? I assumed it was skill based, but my ameria seems to have a fairly low % chance for it to get off (usually only around 50-60%) and shes got good skill

It's based off SKL and LCK. Only fighters that are very high in both stats can expect a good chance of success against any target.

any one more important than the other, or do they both have to be equally high?

this is something i'll try to look into this summer. just going to take characters with various SKL and LUK stats and see what their predicted % to poison the target is.
