i noted those in the rune descriptions already. i have never seen Water or Fire have effects or even percentages to have effects.

Sorry if this was answered elsewhere, but where can I find the Wizard Rune?

It's sold in the Small Border Village, check the Rune Master's shop. If not there, check Graska, Merseto or Haruna Rune Masters.
