Nope, it's not possible. They stay there until you accomplish them.

I don't have the items for those quests, and I think savage sprouts have stopped appearing at Terana plain, and I have been to the Deserted Island for Rene and Lazlo, so can I still get the rainbow shell. Thanks. (That's what I was trying to ask above-though it didn't make much sense now I reread it. Late night typing is never good.)

Why is it that I am never encountering Savage Sprouts at Terana plains? I have accepted Yu's quest. And all I get are furballs and OStrich people.

If they are not appearing on Terana, try Xasta. They're more common there.

Can you use items to reach the minimum stat/hp requirements for the dispatch quests? Or do your "base" stats have to be at that number?

I think it's safe to start doing X and Co. quests after you recruit the mercenaries and did all of Chieppo's quests. It's not like he's selling anything rare or things you can't get in other towns on that Deserted Island. But yes, Chieppo does start getting poor when you start doing the X and Co. quests even if you finished all of Chieppo's quests.

You'll need to hunt monsters at Terrana Plains at least once. You will fight the mercenaries. Get Savage Sprout Flowers. (Hint: Use Noah)

Help Avenge Iluya Island
Req: 110 HP, 20 Strength

Medicinal Roots Wanted
This is the quest to recruit Yu. Again, use Noah to get Savage Sprout Roots.

Night Watchman Wanted In Merseto
Req: 150 HP, 20 Strength

Robes Wanted
This is a Chiepoo quest.
Robes can be bought in Razril and Middleport.

The Ruins of Obel (Part 1)
You need Rene to hunt items in each level (comb the level) of the Obel Ruins and I suggest getting them all in one run. Part 1 only needs the Ancient Coin. Enter on an earth day!
Ancient Coin, Ancient Parchment, Ancient Recipe(for another quest), Ancient Dish, Ancient Ring, and Ancient Sword.
Ancient Sword is only found in the Mother Earth Chamber so enter the ruins on an earth day.
Also, try to get Mother Earth Dragon Meat, dragon scales, and dragon fins for later quests.

Savage Sprout Seeds Wanted
This is an X and Co. quest
Only appears after you completed "Return Out Stolen Cargo" quest.
Just get Savage Sprout Seeds. (Noah)

The Ultimate Ingredients (part 1)
You'll need to hunt in the Terrana Plains at least once.
Just get Savage Sprout Flowers. (Noah)

Must kill Rage Dragon in Rage Chamber in Obel ruins to get a chance at the meat. I suggest doing the "Rage Dragon Egg Wanted" quest (look in Rank A quests) simultaneously for an instant trip to Rage Chamber.

Secret Letter X
This is a X and Co. quest.
Just a simple delivery to Merchant(?) at Deserted Island.

As a few side notes, any quest with a * next to the name is a Chiepoo & Co. quest, which helps Chiepoo's business when completed. Any quest with ** is an X & Co. quest, which hurts Chiepoo's business when completed.

Also, for the Requirements listed; whoever you send must have at least all of the requirements. If they only meet one, they'll fail. Hope this helps!

Why in the Pirate Hunt (Part 1) the requirement is only str 10? In the gameplay guide in quest guild by Mintalia / Raww Le Klueze in suikosource it's str 10 eva 10.
