I have no idea where I got the EVA 10 from, but I went through many variations before settling on that layout so it might be a leftover that I missed or I found a source that said it was needed that I've forgotten. Either way, I checked multiple sources now and it seems there's only a STR 10 requirement.

I try to dispatch a character who have a str 10 and the quest is been completed. Looks you don't need the eva 10. Thanks.
