Lalacle is good if you have Hand of God and levels her Bullseye

Why Karl's skills go down to C when you recruit him? I remember they were A in my last playthrough.

That happens with characters who you'll meet as enemy or NPC before they join you. And it only applies to the skills that are active during that first encounter.
I forgot whether it's the case with all of those characters, as there are quite a lot of them.

No for example Mitsuba's skills were still A. Although I think it happens with Roget.

I can remember already. Definitely not story based characters.

Also there are some exceptions like Lazlo. His Battle Lust when he's NPC is like D or E. But when I recruit him, he's back to S.

Maybe it has to do with Skills they already come equipped with in the first playthrough? Do we have a list with initally equpped skills?

the skill grades are never downgraded going into New Game+. if they are NPCs in a map though, they have the skills and levels assigned to them for the specific battle.

Yeah I noticed. It's only for Roget and Karl.

when you fight Sigurd, he doesn't have your trained skills on him.

No way, otherwise he'd be harder. When he joins he has his trained skills from previous playthrough though.
