Recruiting Karl

Hello, I've been replaying through Suikoden Tactics, and for some reason I cannot get Karl. I accepted quest "Missing Children", yet no matter what day I go to the Obel Ruins, I never come into a battle with Karl and the children. Is this quest somehow bugged? I tried saving the game, and canceling the quest to see if I could re-accept it, yet I had no luck. I've gone through Obel ruins from start to finish 4-5 times now, and never had one fight which involves Karl or the children. Am I doing something wrong? Did I have to do this quest before a certain event in game?

Despite reading Ruins of Collanbal in game for days, I for some reason still kept thinking it was the Obel Ruins. Le sigh...

Yeah, talking to him is the most important thing. The kids need not survive.
