Luc summons a golem with his True Wind Rune in the first game, but it seems that he can also summon monsters by just using 'sorcery.' I would suspect that Yuber can do the same, and it may not have anything to do with his True Rune. Even the rune he uses in battle, the Eight-Devil rune, is known to not be the same as the Eightfold rune, his True Rune.

Owned by Yuber, no-one knows what powers this rune may hold. Scholars argue that Yuber's affinity with monsters (summoning, for example) and the power of teleportation is dervied from this rune, but no-one is certain.

If you work off the assumption that the Eight Devil Rune is a child of the Eight Fold Rune, then its completely possible that skill runes are children of Yuber's Rune. Or, if you assume they are the same rune, it makes even more sense, and may help to explain Yuber's hatred of other True Runes. Maybe because his mastery of his Rune is based on his skillz, where as others are simply "gifted"?
