The game was announced to the world at an event outside of Japan (a Konami meetup in, was it New York?) and IGN inadvertently revealed that the game was so far along that they had already completed parts of the translation and English voices for it.
What? Tierkreis was announced in Famitsu on August 20th 2008, not some meetup in New York. That was before TGS where it was first shown, so yes, there were teasers for it.

Konami announced the english version in a press release through IGN in September, you're just dreaming stuff up now.

True, it was Famitsu first, then the Konami meetup (IGN wasn't the only one to attend, they just had the press release out first).

The English videos of Tierkreis were posted and subsequently pulled from IGN before TGS 2008, though. That's just going to show how far along in the game's development Konami usually waits before even hinting at its existence.

If you don't believe it, here's UGO's article from September 19th (meetup was earlier in the week) where they previewed an English version of the game in New York: http://www.ugo.com/games/suikoden-tierkreis-preview
Here's IGN's article I'm guessing you're referring to: http://ds.ign.com/articles/910/910389p1.html

It may very well be Kojima's new game instead of a new Suikoden.

Valkyria Chronicles III is confirmed as one of the 'surprise' news events thanks to a mess up by Sega on their TGS page showing their internal schedule ><

Nothing for Konami though.

If no new Suikoden, I'll definitely take a new Valkyria Chronicles. Both are in my top five series.

Well, the TGS edition of Famitsu just came out, and Suikoden doesn't seem to be in it. There's news on Valkyria Chronicles 3 (PSP), Ico/Shadow of the Colossus HD (PS3), the Mikami/Suda51 project (Shadow of the Damned), and a Yakuza game with zombies and mecha. No talk of Suikoden being in the issue.

The disappointments just keep piling up this TGS.

I just knew SEGA wouldn't be able to handle a good series, they just have to screw them up.

I just knew Sega would use again PSP, the low cost of programming for handheld console was too tempting

So many people complained about the first Valkyria game not having trophies that Sega decided to spite them all by releasing the second and third installments on PSP. No trophies for any of them!

None of the Capcom announcements were in there, so let's stay cautious.

Welp, Konami's portion on Sony's TGS event had no mention of Suikoden...chalk this one off as false rumor, and another barren year for the fans!
