Why cant i recruit cedric?

I'm trying to recruit Cedric. I chased him from the inn all the way to the HQ, and into the room
louise is in. her dialouge popped up as "!!" and then i talked to her, but instead of revealing where cedric was she just asked me if i wanted to change party members. i tried leaving, going back to the inn and everything but i cant find cedric. Help?

When the !! poped up, did you run down the stairs without leaving the room? or maybe you had her in your party? I never heard of this happening before so it could just be a glitch, try loading a save form before you tried and maybe it will work.
