I found it at the official site,but I had never seen or heard about this monster. anybody knows what is it? when or how it appears?

It's the Ghost ship master or whatever it's called. When you recruit Ted you have to fight it. See the recruitment section of the site for more details about how to recruit Ted.

Yeah, its called "Fog Ship Guide", an annoying and tedious fight indeed.
