I think you can't recruit her next after Warlock. You have to recruit someone in between. I may be wrong, but that's the only way I was able to obtain her.

I Think After Recruiting Warlock Go to Deborah Roomand if she tells you about an interior designer and a vacant house go and recruit Pecola just don't teleport

I had a hard time getting her last time i played suikoden 4, i just kept leaving and comming back to middleport. It may also help to talk to deborah becuase she will say that someone is in the old abandoned house in middleport, after that pecola may appear.
