Gunter is supposed to be in obel after i liberate it WTF why is he still in middleport[spoiler][/spoiler]

You must have played a game of dice with him in each city he appears( Middleport and Na-Nal) in before then.

Find him in all three places, and he's yours.

simple, because you have to play with him in Middleport, then in Na-nal, and then he will appear in liberated Obel.

Like Jowy said before, you don't have to play the games with him. Just talk to him. He'll say things like if it was fate that they keep meeting in certain places or something.

Gunter will be standing by the entrance/exit to Na-Nal (not the harbor,inside the town)
