i got Ugetsu, Jeane, Shirame, and Lilan before going to pirate's island. so some of these orders should switch....

Yeah, they become available after you escape Obel, but before you get to the pirate island.

Same here. I got a few others earlier as well. I will check and see who they were.

You can get Taisuke and Lilen before going to the pirates' island too.

I'm guessing Izak is recruitable before that timeline as well, but only if you know beforehand to buy a flower seed before you leave Middleport. Is that even possible, though? (I can't go back to Middleport at the moment)

You can buy flower seeds at Nay as well. And yes, Izak can be recruited as soon as you escape from Obel.
