Treasure hunting question

I figured I Would beat three, four, tactics, five and tie; so I have a question for this suikoden.
WHERE is that blasted champion's rune (map 16) lol, I use the walk around the entire island and I Still cannot find it, if anyone can give some help. And yes I do mean the entire island, I have the map analyzed. Have it on the number 16, and wonderign around it, just bad luck on my part I am guessing. (Bad luck in not finding it)

Any tips? Is what i am mainly askign for since it is supposedly random, I checked the beach and mountain both.

yeah it's random (or there are several possible locations). you just have to keep looking.
