Lino and Flare's whereabouts / Rush Attack

Two questions remain in my mind since I've played Suikoden IV :

- Where are Lino and Flare once you reached El-Eal (Elenor disappeared too, but we know she's purchasing Cray in the fort) ?

- What factor determines the amount of HP healed when you use the Rush Attack ?
