how do you get to be a moderator?

There's no real process.
When the admins and mods think we need more mods to deal with some sort of onslaught of clueless people, we'll probably tap whomever who has been the most mature, level-headed, helpful, and willing person to become a mod.

And when no such people are available, they ask people like me.

Honestly, I wonder how hard it is to be a strict moderator. You have to watch what you post to be a great example.
